Gujarat MSME scheme 2026: the application deadline for every incentive, from the GR
By CA Devang Jasani · 2026-10-21
Almost every incentive in the MSME scheme of Viksit Gujarat Industrial Policy 2026 has its own six-month application window, and each one starts from a different event. Miss it and the claim is cut or lost. The full table, paragraph by paragraph, with who sanctions what.
The MSME scheme under Viksit Gujarat Industrial Policy 2026 was notified by GR No. IMD/WRT/e-file/9/2026/2630/CH on 25 September 2026, and the Industries and Mines Department announced it publicly on 9 October 2026 with the same figures. Most coverage since then lists what the scheme pays. Very little says when you have to apply, which is where claims are actually lost.
The GR gives almost every incentive its own six-month window, and the clock starts from a different event for each: commercial production, an installation date, a certificate, a rent deed, a patent notification. Below is every one of them, with the paragraph of the GR it comes from and the office that sanctions it.
Rule of thumb from paragraph 21: six months is the window. For the eligibility certificates, a late application up to two years is still considered but the incentive is cut in proportion to the delay. After two years it is not entertained at all.
Capital subsidy, interest subsidy and power tariff: PEC and FEC
The three main components are claimed through eligibility certificates under paragraph 6. Which certificate you apply for, and when, depends on where your investment stands at commercial production (DoCP).
| Your situation | What to apply for | Apply within six months of | GR para |
|---|---|---|---|
| In production, investment still going on | Provisional Eligibility Certificate (PEC), issued for up to 40% of EFCI at DoCP | DoCP, or the GR date (25 September 2026), whichever is later | 6.1, 6.6 |
| Entire investment complete on the date of production | Final Eligibility Certificate (FEC) directly | DoCP, or the GR date, whichever is later | 6.2 |
| Investment completed within the eligible investment period | FEC | Project completion, or the GR date, whichever is later | 6.3 |
| Investment not completed within the eligible investment period | FEC | The last date of the eligible investment period (12 months from DoCP, or 18 months where plant and machinery is above ₹50 crore up to ₹125 crore) | 6.4, 3.2 |
| PEC window missed | FEC directly, within its own time limit | As above for FEC | 6.5 |
For a unit that was already in commercial production on 25 September 2026, the "whichever is later" wording means the PEC window runs to 25 March 2027. The CGTMSE fee reimbursement rides on the same PEC and FEC time limits (paragraph 15.4).
What happens if the FEC is late
- Within the six-month limit: processed normally (paragraph 21.1).
- After six months but within two years: treated as a delayed submission. The incentive period and the quantum are reduced in proportion to the delay (paragraph 21.2).
- Beyond two years from the date of the eligible investment period: not entertained (paragraph 21.3).
- Requisite documents not provided in time: the application is liable to rejection, and the MSME Commissionerate's decision is final (paragraph 21.5).
The option for the previous 2022 scheme
A unit that had not started commercial production before 1 June 2026 can choose the Aatmanirbhar Gujarat Scheme for Assistance to MSMEs of 5 October 2022 instead of the 2026 scheme. The application and the option must be made within six months of the GR, which works out to 25 March 2027. The choice is final and irrevocable, and the previous scheme is available only if commercial production starts on or before 4 October 2027 (paragraph 4.1). Units that started production before 1 June 2026 stay under the previous scheme.

Support schemes: every window
| Incentive | Apply within six months of | GR para | Sanctioned by |
|---|---|---|---|
| ERP system (65%, up to ₹1 lakh) | Installation of the ERP | 8.1(d) | MSME Commissioner |
| Quality certification (50%, up to ₹10 lakh) | Issue of the certificate | 8.2(f) | MSME Commissioner |
| ZED certification (50% after central aid, up to ₹50,000) | Issue of the certificate | 9 | GM, DIC |
| ICT and Industry 4.0 (65%, up to ₹5 lakh) | Installation of the ICT facilities | 10 | GM, DIC |
| Technology acquisition (65%, up to ₹50 lakh) | Signing of the MoU, purchase agreement or contract with the technology provider | 11.1 | MSME Commissioner |
| Patent registration (75%, up to ₹25 lakh) | Publication or notification of the patent | 12.6 | MSME Commissioner |
| Energy and water audit and equipment (75% of audit up to ₹50,000 each; 25% of equipment up to ₹20 lakh) | Issue of the audit report | 13.5 | GM, DIC |
| Equity raised on an SME Exchange (25%, up to ₹5 lakh) | Listing date on the SME Exchange | 14.3 | MSME Commissioner |
| CGTMSE annual fee (100%, five years) | Same time limits as PEC and FEC | 15.4(a) | GM, DIC (micro, small); MSME Commissioner (medium) |
| Power connection charges outside GIDC and approved parks (35%, up to ₹5 lakh) | Payment of the charges to the distribution licensee | 16.3 | GM, DIC |
| Rent for a rented or leased shed (65%, or 75% for 100% women-owned, up to ₹3 lakh a year for five years) | Date of the rent agreement or lease deed | 17.2(e) | GM, DIC |
EPF reimbursement works differently. It runs for five years from DoCP for new employees without a prior UAN, and is reimbursed quarterly on payment receipts submitted by the employer (paragraph 7.3). The GR does not set a separate six-month window for it, so the discipline is to file every quarter rather than let receipts pile up.
Selected thrust sectors: sports goods, toys, footwear, robots, drones
Paragraph 19 adds seven incentives for the selected thrust sectors, all sanctioned by the MSME Commissioner, each with its own window:
| Incentive | Apply within six months of | GR para |
|---|---|---|
| Stamp duty and registration on project land (100%) | DoCP | 19.1 |
| IPR: patent, design, copyright, trademark, GI (75%, up to ₹1 crore, multiple claims allowed) | Publication or notification of each registration | 19.2 |
| Technology acquisition (65%, up to ₹1 crore) | Signing of the MoU, agreement or contract | 19.3 |
| International certification (100%, up to ₹5 crore) | Issue of the certificate | 19.4 |
| Training of Gujarat-domiciled employees (up to ₹8,000 per employee per month for 12 months, claimed once) | Last date of the training programme | 19.5 |
| Creative design studio (50%, up to ₹5 crore) | Commencement of the studio | 19.6 |
| AI subscription fees, micro enterprises and artisans (80%, up to ₹1 lakh a year for three years) | Last date of the subscription | 19.7 |
The trap: events that happened early in 2026
For PEC and FEC, the GR adds "or six months from the date of issue of this G.R., whichever is later", so nobody who started production before 25 September 2026 is shut out. Most of the support-scheme windows in the tables above do not carry that wording. They count six months from the event itself.
Eligible investment counts from 1 January 2026, and the thrust-sector provisions accept expenditure from that date too. If you installed an ERP, received a certificate, signed a rent deed or paid connection charges early in the year, read on the plain wording, the six months may already be running or over. Raise it with your District Industries Centre now and keep the documents ready, rather than assuming the window starts from the GR.
Who sanctions what
Paragraph 23.2 splits the work. Capital subsidy, interest subsidy, power tariff assistance, EPF reimbursement and CGTMSE fees are sanctioned by the General Manager of the District Industries Centre (GM, DIC) for micro and small units, and by the MSME Commissioner for medium units. ZED, ICT, energy and water, power connection charges and rent go to the GM, DIC. Quality certification, technology acquisition, patents, SME Exchange listing and all the thrust-sector provisions go to the MSME Commissioner.
The GR does not name an online portal. Paragraph 22.5 allows the MSME Commissioner to issue separate implementation guidelines; until they appear, the District Industries Centre is the starting point.
What the GR itself asks you to produce
- Proof of the investment: the bank's or financial institution's project completion certificate, or for a self-financed project a statutory auditor, Chartered Accountant, Chartered Engineer or Company Secretary certificate. The GR takes that figure or the DIC's asset verification report, whichever is lower (paragraph 2.3).
- GPCB certificate, as applicable (paragraph 22.1).
- Quarterly EPF payment receipts for the reimbursement claim (paragraph 7.3).
- For each support scheme, the document that starts its clock: installation invoice, certificate, audit report, agreement, rent deed or payment receipt.
Keep one more thing in view: a unit that takes incentives must stay in production for the incentive period, and a breach of the GR's conditions makes the disbursed amount recoverable as arrears of land revenue with 18% interest from the date of first availment (paragraphs 22.3 and 22.4).
What to do this week
- Write down your DoCP, or expected DoCP, and work out your PEC or FEC date from the first table.
- List every support-scheme event since 1 January 2026 (ERP, certificates, audits, rent deeds, power connection payments) and its six-month date.
- If you are deciding between the 2022 and 2026 schemes, decide before 25 March 2027, and check that production can start by 4 October 2027 if you choose 2022.
- Put EPF receipts on a quarterly filing calendar from the first month of production.
We prepare the EFCI working and the CA certificate the GR asks for, file the PEC and FEC inside the window, and keep a deadline calendar for every support scheme so nothing lapses. Partner-led, from our office in Bodakdev, Ahmedabad.

Frequently asked questions
What is the last date to apply for the Gujarat MSME capital subsidy under the 2026 scheme?
Apply for the Provisional Eligibility Certificate within six months of commercial production or six months of the GR of 25 September 2026, whichever is later. For a unit already in production on 25 September 2026 that is 25 March 2027. A Final Eligibility Certificate filed late but within two years is accepted with a proportionate cut; after two years it is not entertained.
What is the difference between PEC and FEC?
The Provisional Eligibility Certificate is applied for after commercial production while investment is still being completed, and is issued for up to 40% of eligible fixed capital investment. The Final Eligibility Certificate covers the full eligible investment once it is complete or once the 12 or 18 month eligible investment period ends. A unit whose investment is complete at production can apply for the FEC directly.
Until when can an MSME choose the previous 2022 scheme instead of the 2026 scheme?
Within six months of the GR of 25 September 2026, which is 25 March 2027. The option is irrevocable and is available only to units that had not started commercial production before 1 June 2026, and only if production starts on or before 4 October 2027.
What are the deadlines for ERP, quality certification and rent assistance?
Six months from the event: from the installation of the ERP, from the issue of the quality or ZED certificate, and from the date of the rent agreement or lease deed. Unlike PEC and FEC, these windows do not say "or from the date of the GR", so events early in 2026 should be raised with the DIC immediately.
Who sanctions the Gujarat MSME subsidy: DIC or the MSME Commissioner?
For capital subsidy, interest subsidy, power tariff, EPF and CGTMSE fees, the GM of the District Industries Centre sanctions for micro and small units and the MSME Commissioner for medium units. ZED, ICT, energy and water, power connection and rent go to the GM, DIC. Quality certification, technology, patents, SME Exchange and the thrust-sector provisions go to the MSME Commissioner.
Is there an online portal to apply under the Viksit Gujarat MSME scheme?
The GR of 25 September 2026 does not name one. It allows the MSME Commissioner to issue separate implementation guidelines. Until those are published, work with your District Industries Centre and keep the documents that start each six-month clock.
